As requested in https://bugs.telegram.org/c/4360/6 this is a ticket for Telegram Desktop (Windows). Webp images behave like stickers, not like other images. They do not appear in the image gallery. They cannot be sent as a "bulk" (multiple selected webp images show as separate messages, unlike multiple simultaneous jpg-s).
The upper and lower image in the screenshot are both .webp images. The upper image behaves 100% like a sticker (no interaction possible), the lower CAN be clicked/fullscreened, but is not part of the image gallery also.
Ok, thanks for samples. We have the same on last Android app, and dev Team planned some check on .webp files, to avoid false "positive" case, that might push the app to "think" to handle stickers. The issue will be passed to the Telegram Desktop dev Team. Thanks again for the info.

This is still an issue. Reddit is using webp more and more, so when sharing images from Reddit, they occasionally come up as a "sticker" like this.

This behaviour is intended. Some changes have been made in past releases, but there are handling limits to avoid this.

I'm not sure if anything changed since this was stated here but I don't think it's working as intended even if the intention is to make WebP files stickers. On Android WebP files are always images. On desktop when sent from a saved file they are always stickers. And with browsers it gets even more inconsistent, with most of them (Chrome, Edge, Opera, Vivaldi) copied WebPs send as an image and drag and drop doesn't work at all, except for Firefox, here drag and drop works perfectly and sends WebPs as images, but if you try to copy an image using the context menu you get a sticker...
