I initially submitted this as a feature request until it was called to my attention that what I was asking about IS available which led me to think this might be a bug.
When you create a voice chat in a public group or channel and share it, that voice chat is playable in the browser by people who aren't logged into or directly using Telegram.
When you go live in the sam public group or channel and record it and forward the audio back to the channel from your saved file, if you share that audio recording it will not play without opening Telegram. I have shared a video above showing this behavior which I have successfully recreated on my mac mini (chrome w Telegram installed on the system), macbook air that doesn't have telegram installed (safari), a windows machine (chrome again with Telegram installed), and Iphone 12 (ios15 Telegram not installed), and a galaxy s 9+ (android 10 telegram installed)
This behavior kind of cripples the ability to grow your channel using audio/audio snippets.
Steps to reproduce
Go to any public group
Upload or forward an audio file
Copy a link to that message
Paste it into a browser
Click on the music note icon
The app will load the same message in a new tab instead of playing the audio.
