Potential issues
Privacy issues. Could be partially – but not fully – mitigated by tying visibility to the Last Seen privacy settings of the user.
Telegram groups can get up to 200,000 members which makes tracking read statuses more complicated and would potenitially add significant overhead while the use cases for this are relatively rare.
Workarounds
You can currently rely on a person's Last Seen status (if they are sharing it with you) to get a general idea of when they've read your messages – and whether they've read messages in your common groups.
If it's important to know when a certain message gets read in a group, you could ask your recipients to acknowledge they've read it (for example, with an animated sticker).
Yes. This is necessary. the lack of this feature is the last thing that prevents you from completely switching from WhatsApp to telegram.

Totally agree. The function must be granular, being able to choose which people to apply it to and which not, like the rest of the functions, such as the privacy of the profile photo.
