A week ago I was engaged in a normal conversation directly with one other individual Telegram user. I tried to send them approximately 8 pictures and instead of the little check mark successfully sent confirmation icon there was a spinning clock icon that would not go away. Suddenly I was unable to message anyone and received the same little spinning clock icon with no other error message given. I decided to try a different Telegram client and installed Telegram X and was still having the same error except now there was a message about being rate limited and needing to wait for X number of minutes. I then tried sending my message from the Telegram Web client and still was unable to send my message but now I was given a different rate limit message with a different time frame provided. I logged out from all accounts on all devices and cleared the cache, uninstalled and reinstalled Telegram, logged out on all devices again and remain logged out for 8+ hours and still was rate limited to all contacts when I log back in again. I added a second Telegram account associated with a completely different valid phone number and within 5 minutes was once again rate limited on this second account. I just upgraded to stupid Telegram Premium hoping that this would fix the problem or at minimum would provide me with premium Telegram support of some sort but no. And I am not the only person experiencing this bug. Others on Reddit have started reporting back within the last several weeks (and new reports of this today) that they are also experiencing this same problem. I really hope someone sees this and that something can be done to resolve this issue.
Steps to reproduce
Select an individual contact from your Telegram contact list.
Send them a regular text message.
Attempt to send them more than two pictures at a time using the "gallery view" format.
Receive a spinning clock message transmission verification icon instead of a checkmark.
Attempt to send the same user another plain text message and again receive the spinning clock icon.
Attempt to message any other individual Telegram user and receive the spinning clock symbol. (However, when you go bac to your contact list you will see a double checkmark symbol making it appear that your last message was successfully delivered but if you open the message again you will see that the message is still unsent and will see the spinning clock symbol again.)
Sign in to an additional Telegram account and within a few moments of messaging others individually you will receive the spinning clock symbol now on this second Telegram account.
Log into your Telegram account from a different client (Telegram X, Telegram Web, etc.) and see the same spinning clock symbol but additionally see a warning message about slowmode. Additionally at one point there was also an error "#400" with some description given but I cannot remember what it said.
I am experiencing this same issue, exactly as described in the reproduction steps. However, instead of trying to send images, I am only exchanging text messages. I am still able to receive text messages from contact, but none of mine go through. My contact never seems to be impacted.
