Telegram cannot know in any way if an SMS sent by Telegram in past has been deleted or not on your device. An SMS is always sent under specific circumstances and if the user ask for an SMS code for the log in.
If you weren't able to receive the SMS, there was an issue on device's side, and/or on mobile GMS carrier. We kindly ask you to check with your GSM operator, first, thanks.
considering telegram app *requires* permission to access all SMS on first start, please try the following :
1) go to android settings > apps > telegram > permissions
2) remove telegram's permission to access SMS
3) try to login
now telegram app shouldn't be able to see previous SMS login codes, even if they exist and aren't deleted.
