I had no sms verification message during signing in. Finally I found the problem but the solution is not obvious and you better solve it.
I got my father's phone and bought a new sim card. When I tried to sign in there was no verification sms. Then I found a Telegram sms among messages that weren't deleted by my father. Seems that was a verification sms that my father received several years ago when he signed in to Telegram. When I removed this sms and tried to register again, i recieved a new message. Seems that Telegram don't send sms if it sees a previous sms. But in my case the previous sms was not related to my account. I wrote several emails to sms@telegram.org, but there was no answer. I think it's better for you at least to recommend a user to remove all the previous sms if they exist.

Telegram cannot know in any way if an SMS sent by Telegram in past has been deleted or not on your device. An SMS is always sent under specific circumstances and if the user ask for an SMS code for the log in.
If you weren't able to receive the SMS, there was an issue on device's side, and/or on mobile GMS carrier. We kindly ask you to check with your GSM operator, first, thanks.

We've been wondering for a long time why telegram does not send SMS login code to some users. considering telegram app *requires* permission to access all SMS on first start, please try the following : 1) go to android settings > apps > telegram > permissions 2) remove telegram's permission to access SMS 3) try to login now telegram app shouldn't be able to see previous SMS login codes, even if they exist and aren't deleted.
