While it makes sense that useful information can be there, at a free level of things 1 million for 2 users convo is a very handsome number to have.
Been 6 years here on telegram, never have been able to hit this limit or have been able to see this as a potential problem (I know this doesnt mean it wont for everyone) just sharing it as an example that the limit is less of a bug and more of a generous limit.
It's not that hard to reach 1M if you actively communicate with friends/lovers in 1x1 chats over years. As time goes more and more users will encounter this problem.
If limit can't be raised/removed for performance or server resources reasons, at least system should be changed from purely ID/counter based to a real non-deleted amount of messages. So that users can manually delete unneeded messages to lower their amount before they reach limit, or to restore access to hidden messages after they have reached limit and lost some.
What's the point of having these channels/groups then?
