(Note: I'd consider this a bug, but Volunteer Support advised me that it's a feature request.)
Presently, the Export Telegram data feature makes very few attempts to recover from foreseeable errors, such as network failures and disk IO errors. Because this process can take days even on a fast connection, it is extremely frustrating for errors of this kind to force the user to abandon a partially-complete export and start over from scratch. At minimum, the data export functionality should offer some user control over the process, so that if it is visibly stuck on something, the user can 'kick' it to get it moving again, and if there's a file IO error, the user should be given enough information to potentially fix it themselves, and then a retry option to continue the export. Going above and beyond, it would be fantastic if exports stored status information somewhere, so that the user could pause them and even quit Telegram Desktop during them without abandoning the export. This models the functionality built into Safari and other modern browsers which enables you to pause and resume a download.
