While limited, you can always message your mutual contacts and reply to anyone who messages you first. But you can't start a chat with people who do not have your number in their device contacts – and in some cases you won't be able to send messages to public groups.

I am a blind user and use voiceover on my iPhone. When using voiceover, I am unable to access settings and contacts and unable to send msgs to anyone. I’ve tried deleting and reinstalling the app and still have the same problems. I hope you can fix this issue or I can’t use the app
