I do understand ur requirement of more privacy, but Telegram can't handle the spam accounts and dead accounts if no phone number is required, this feature can be okay when platform is small but not at this level. Even currently through different temp numbers VOIP numbers tonnes of spam accounts are created daily.

Instead I will like to have an invisible option on TG, which will neither inform anyone that have saved my number in their contact, that I have joined nor to people in my contacts, neither searchable through my number even for those people who r in my contacts, i.e. nobody can see that I am on TG.
And for the legality u can use other platform for more security or keep belief that ur data won't be handed over to any government agencies.

disagree with you. registration by phone numbers is ok for most people and must stay as it is. But some users like me need possible to use another account. We must have second, third and so phone numbers. For what ? We ready to pay for this feature. For example, first account reg with phone number, but next account reg by email for 5$ or somelike. Very little spammers ready to pay for it.
I guess that problems is not spammers, but something else, that not speaking.

Fun fact:
Here in China, Telegram's phone verification messages are sent by a local company which is perfectly glad to share any data with the gov according to regulations.

I have a Gmail account, that does not require phone number, my email is publicly posted on the web in multiple places, and I have no issues with spam. But with Telegram, I had a group, with a link to group posted publicly, but I received so much spam on that group, that I had to close it.

So the fact is, that Gmail, with email registration, deals with spam far better, than Telegram, with phone number registration.

Phone number does not help to prevent spam.

And there was a suggestion, to use a temporary phone number, just to register to Telegram. Don't do that. Phone numbers, after some time, are given to other people, that means, your Telegram account, can be compromised, if your phone number will be unregistered and assigned to someone else.

Probably add other ways to register and make them private as you can do with your phone number.
I guess that you can settle who can contact you as well who can search for you and even add to groups.

To reduce the risk of spammers, Telegram could make the new user pass a captcha test, and then require they pay $10 (non-refundable). Payment could be done via cryptocurrency or Visa/MC (which could be an anonymous prepaid card they bought for cash at a convenience store).
