A message info screen with more information about the 'read' status of messages:
When the message was read in private chats.
Which group members read the message and at what time.
Use cases
Knowing that you can count on the fact that a certain group member read the message.
Potential issues
Privacy issues. Could be partially – but not fully – mitigated by tying visibility to the Last Seen privacy settings of the user.
Telegram groups can get up to 200,000 members which makes tracking read statuses more complicated and would potenitially add significant overhead while the use cases for this are relatively rare.
Workarounds
You can currently rely on a person's Last Seen status (if they are sharing it with you) to get a general idea of when they've read your messages – and whether they've read messages in your common groups.
If it's important to know when a certain message gets read in a group, you could ask your recipients to acknowledge they've read it (for example, with an animated sticker).
Please no. This creates weird psychological effects when constantly checking for how many people read the message and when etc. If you want any of that, use WhatsApp.

Also, I thought this was like it is by design.

Mixed feelings on this. I often do not.want to.advertise I saw a message, because I want to quietly notice it in a group, and not get involved or have someone say "I know you saw it, please reply". Also functionally in a big group are you going to really track which of 100,000 users saw each single message in each chat? Sounds unrealistic.

If I want them to.know I saw it, I'll comment.

I think the ideal option is to add a "Who can see what messages I've read" setting to the user. Then privacy will be preserved and this feature can be added.

I completely up for this option! It's useful to see who has read the message so you can relay on that info. There should be also an option for group admins to turn on/off this for the entire group.

Yes, it would be great and even necessary. As long as this feature doesn’t exist, we need to use Messenger as our family-based chat program :-(, though I don’t like facebook either :-(, plus Telegram is an even better chat app :-).

I use telegram for teams at work and want to know if a particular person saw it or not. Please add the feature. I agree it’s impractical and pointless for large groups, so if a chat group has say more than 10 people make it inactive. That seems like a good compromise to me.

I think the limit is a good idea, but the 10 is too small. The number of my family is more than 10 :-). So, it should be configurable, and maybe the admins can set it (and it should be taken on/off too, of course by admins :-) ).

I think that could draw a limit. For example, for groups of up to 200 people, you could see who read and who did not read the selected group message.
For groups with more than 200 people, we would have only a percentage, for example, 30% of the group read the selected message.
