Discord has one functionality called Threads (https://blog.discord.com/connect-the-conversation-with-threads-on-discord-3f5fa8b0f6b), which can be handful on big Telegram groups as well.
The feature would work as followed:
-There is an active conversation on a group like Soccer, the flow of messages is high.
-Someone starts a topic about Rugby, this message could break the flow of conversation about Soccer.
-To keep the the conversation about Soccer, the message about Rugby is branched on a thread, every response after the first post appears in a separate feed which allows everyone in the thread to discuss a topic in more detail without interrupting the main conversation.
-After a certain period of inactivity like 24 hours the thread is archived, clearing away the clutter for everyone visiting the channel.
The normal flow continues and the messages about Rugby are separated without interrupting the main conversation on the group about Soccer.
This feature will be added soon on Matrix Element app, called Threading.

you can make a sort of private to your group Instant View (IV) page or just page where you can browse threads. with a tab where (only) the admin can archive threads or close them (users will be able to still read them)
however it's still a good idea to give admins the ability to put a timer on threads.
for in (big) public groups, threads can be locked with a password to give more security
