When the original owner is gone, the channel ownership would be transferred to new admin, and they can set their own Next-in-line. So it's better not make things complicated, but yeah I get what is your concern.
Also there is a case of groups where the owner is gone and there are no other Admins. This case should be considered. Can someone apply to be new owner in this case?

This is a bad idea because it opens up a group to social manipulation exploits. For example, say a person who is an admin in a group wants to take over a group. They could just hire some microworkers to initiate conversations with the group owner, then report them as spam. Then once their account was disabled, they would get automatically promoted to the group's owner, and would be able to control all resources within the group.

So thay shouldn't give all permissions in that case. And also we could do like that guy said before that the owner will give that permission...

Maybe a fallback.owner? They get owner rights if the original owner is disables/deleted/left chat. But the original owner is still able to.resume some kind of co-ownership if their account was only disabled, if their account is later re-enabled? Maybe something like that??
