These are all great ideas. But what if my group is old and this vote settings wasn’t enabled by the time the owner went inactive? It should be on by default, if implemented.

@Dynd - too easy to manipulate, as others have sad. If your group is old, then either that unfortunate, or.wait till the owner deletes not merely less active/leaves. Forcing a change of owner option on old groups just because they didn't set the option before it existed and now the owner's quiet, is too easy to.abuse.
How can you “manipulate” the owner of the group going inactive for a year (to the point of auto-account deletion)? This clearly mostly applies to owners that do not care anymore, or lost access to their account. It would be pointless to introduce this feature if it’s opt-in because those same careless owners would be unlikely to enable it. A transfer or unanimous vote of admins would be a safe way to handle this situation.
The user must choose in the settings of each channel and group what should happen: whether the Telegram should delete the group/channel or transfer to heir in a list of possible heirs created by the user
