In groups where sending photos is disabled but sending stickers is allowed, the built-in sticker creator cannot access the phone's gallery to select a local image.
The same sticker creation process works normally in Saved Messages, where the gallery is accessible.
The group's photo-sending restriction should not prevent access to local photos in the sticker editor, since creating a sticker does not send the source photo to the group.
Steps to reproduce
Open a group where your permission to send photos is disabled, but sending stickers is allowed.
Open the sticker panel and tap the + button to create a sticker from a photo.
Try to access the phone's gallery to select a source image.
The gallery is unavailable, preventing sticker creation.
Open Saved Messages and start the same sticker creation process. The gallery is accessible and sticker creation works normally.
Current result
The sticker creator cannot access the phone's gallery in groups where sending photos is disabled, even when sending stickers is allowed.
Expected result
The sticker creator should be able to access local photos independently of the group's photo-sending permissions, allowing stickers to be created normally.
