While I get what you're saying but that's the thing, you still have to ignore unwanted notifications. The spams aren't being reduced. They're just consolidated into a single place, a place which can potentially also include genuine non-spam pms. It's best to spend the two seconds to report and block. Telegram making it this fast to report and block is clearly its way of dealing with spammers. As for spammers going into groups and messaging the users privately, are they really spammers or just people looking to chat?
Imagine you open your Telegram and come face to face with an unexpected and disgusting photo. Genitals, dead people, among other freaks. That's why it's important to control who can contact you before viewing messages.

If Telegram used either this suggestion or the Chat Requests suggestion, that would be a lot of progress so far. There are so many spammers and userbots on Telegram... If I could accept/reprove a chat request or simply block everything, that would be great.
I totally agree. In fact it would be enough to put the same privacy settings that we use in photo and phone number for private chat, still also with the option to choose specific chats and users in "Never allow or always allow"
