Currently the bot can send a message with premium emojis in 'private, group and supergroup chats' and also a single inline button custom emoji icon
Currently the bot can forward a message (from one of allowed places mentioned) with custom emojis that will persist when displayed in the channel. However, the bot cannot edit the channel message, while keeping the same existing custom emoji, and they get downgraded to plain standard emojis.
Could you clarify the reason channels were not in scope for the 9.4 update and if there is any discussion to be had on this point? It is already almost possible with forward, but would force the bot to delete/create new message every time to simulate an update, so original message will be lost (message time, accumulated reactions, etc.) so it's not feasible this way for messages that need to update live for a period of time, while keeping the custom emoji and text structure of the original message.
