Some messages do not load unless you clean up the message cache. The problem can manifest again within minutes from a cleanup
Additional details:
Pic. 1, 2: I noticed two messages missing from a topic on Android. So I went to settings and cleaned up the message cache. This made Telegram re-load everything, and the missing messages appeared
Pic. 3, 4: Not even 5 minutes later some messages are missing in another chat
Here in both cases the missing messages were sent by me from my PC and were not showing on my phone. Previously the same thing happened occasionally (through years) with messages from other people, usually if I passed through a place with bad cellular connection (which should not cause Telegram to lose those messages and never try to load them later)

1. Go to the data settings, clear the cache
2. Clear the message db
3. Go to the main screen, let the previews load
4. Use another client (I use the PC) and send several messages in a row to Saved messages
5. Open Saved messages and observe some missing
This method worked twice in a row. First time I sent a series of "test" messages, and "new test" are the second attempt. Pic. 1 - what it looks like on TG Desktop, Pic. 2 - what it looked like on Android after the first test, Pic. 3 - what it looks like now, after the second test
I failed to collect logs however: the zip is empty
