If you want to select an animated emoji using :emoji_name: pattern in attachment view (see pic 1), you will be greeted with empty sections of the list.
After seeing that, you click on the 🙂 button on the right of the text input to see emoji packs there, but they are not visible. Unless you scroll in “emoji packs” area (see pic 2, the “emoji packs” area is where you can select skin tone, and see a smiley face once again).
And when you ditch the idea of attaching images first. You open the Emoji panel without the “Attachment” view in sight (so plaintext message), but you see that only a small portion of animated previews is shown, unless you, once again, scroll in it.
Steps to reproduce
Pic 1:
Open a chat;
Attach some media; (Drag and Drop or via the Attachment menu, media like photos, files, music…)
Type in colon (:) and eyes;
See two eyes emoji and a list of non-visible animated emojis.
Pic 2:
Open a chat;
Attach some media; (Drag and Drop or via the Attachment menu, media like photos, files, music…)
Click on 🙂 to open emoji panel;
See that no (or only a few) emoji pack previews are shown;
Scroll in that area;
See that previews are now shown.

Open a chat;
Open Emoji Panel;
See that only a few (or none) emoji pack previews are shown;
Scroll in emoji pack previews area;
See that previews are shown now.

I've noticed this only now, but in the second picture you can see that there's an empty spot. This spot is for large animated eyes (you can see them in the third pic), so to see all animated emojis in the Emoji Panel of Attachment view you have to scroll in two places: 1. Emoji preview scrollable thing 2. Emoji list.
And as a note – scrolling doesn't help with the issue in the first picture.
