It seems that the mobile you have in your phonebook has been re-assigned by the mobile carrier. This means that those who had the mobile in past, now see you in their contacts list. This is not a Telegram fault. It's just an effect of what the mobile carrier usually do: already existing mobile re-assigning to new carrier's customers.
