On Android, this behavior is unchanged by either the Android "Disable animations" setting, the Telegram "Enable Animations"=off setting, or the Telegram "Auto-play GIFs"=off and "Auto-play Videos"=off settings.
On TDesktop, this behavior is unchanged by the "Enable Animations"=off setting or the "Autoplay Videos"=off and "Autoplay GIFs"=off settings.
The other clients are likely also affected.
Please make video stickers obey these settings to disable animation. Please also consider motion in the sticker view/column, and don't force it to loop once like you do for lottie stickers.
Please stop implementing things that ignore these settings.
