As of right now, Telegram limits the availability of "Filter New Chats from Non-Contacts" to only those who have the "popular" flag set on their account, which only happens when you receive some unknown amount of messages from different users.
I propose that this pointless restriction is removed, and the feature is made available for everyone. This would help people protect themselves against spam and brigading, and it is a feature already offered by other platforms without any restrictions (for example iMessage).
Definitely agree. This feature seems to be determined by server api, which eliminates possibility for us to tweak the open code to get it. However I don't even think it can reduce server load, so why on earth it is designed this way?

There used to not be a server-side check btw, it was added some time after the feature was introduced. I have no idea why it’s being locked down, considering how simple the feature is.
