At least on Telegram, you can use the link to jump to the context (as you said) but It is not possible on WhatsApp! That's why It is a necessary feature on WhatsApp.
The issue about it, is that you will bring a new way for people to start new PMs, and Telegram "does not like" that. People will most likely start new PMs with people instead of reply in the group and share the answer with others.
If you really want to reply to the person in private because your answer contain private information, so you shouldn't be lazy enough to forward/send him the link in private to make your reply.
How do you want to have this reply privately option in Telegram? In the context menu? The menu is already quite big. Not sure It is a good idea to add this option in context menu of each messages in groups.
How can it be different, better than on WhatsApp? People will also see this feature as a "stole" feature from WhatsApp.
One of the purposes of this feature is to not litter the group with texts that are
relevant only to two people. A relevant scenario might be:
* User A asks a question in the group
* User B answers the question in the group
* User A replies privately to user B with "thanks", in order not to
litter the group chat replies that are not relevant to all the group
users.
Another purpose/scenario might be
* User A asks a question in the group
* User B answers the question in the group
* User A replies privately to user B with a followup question that is relevant only to themselves, and not to the entire group.
There are many other possible uses for this convenient feature

1. not everyone gets the context that I'm replying to their message as the a message attached mostly comes before the forwarded message.
2. and more impartantly the forwarded message doesn't link to the orginial location and the linked approach not only doesn't work in all groups, but is also lengtheir and adds to the no. of steps which should just be 1, and also doesn't provide any indicator preview suggesting that the provided link is about the message as the link will have to be added to the feedback to the ans
the other point of yours being that it is not widely used is just plaing untrue or just applies to you or your friend group, as I had even many of my technologically literate friends message me many times with the forwarding message approach, but to enhance the user experience would be much better
Replying "thanks" to a public answer to a public question does not only concern two individuals, it concerns the whole group. This is called "social behavior".
Sound like an anti-social "feature" to me. Maybe I'm missing something, so I hope someone can explain this better.
