Media and file captions on Telegram can currently hold up to 1024 characters, this limit could be increased to match the character limit for regular messages (4096).
Larger captions could be especially useful for videos because Telegram supports timestamps to facilitate jumping between various fragments of the video. With videos up to 2GB, it becomes difficult to fit informative timestamps into 1024 characters.
Workaround
Timestamps could be added in the reply to the video because that reply would enjoy much larger (4096) character limit. To prevent the video from losing its timestamps when forwarded, the video caption could include a link to the reply.
E.g. add a selection of the most important highlights to the caption, plus a link to the full list posted separately in a reply: "See the full list of timestamps below"
The character limit for media captions is now increased to 4096 characters (thanks!), though only for Premium users.

Bots are still limited to only 1024 characters, which is absurd, as it lock away better user experience for people interacting with bots.

If it's not possible to expand bot capabilities for free, then at least special paid tokens could be added, which could be specified in the new version of the Telegram Bot API standard as an optional parameter to expand capabilities. Each premium user would be provided with one token for one bot, and additional tokens would have to be purchased.
