When in a group audio call with more than 5 people, only the first five people to unmute can be heard by the others on the call.
Any additional people to join and unmute will not be heard, even though the interface shows them as unmuted, and the audio bubble pulsates on their local end as if they are being heard.
This bug affects Telegram iOS, Telegram Desktop on Linux, and Telegram Desktop for Windows, at least.
Steps to reproduce
Set up an audio call with 5 people.
Ensure that all 5 participants are unmuted.
Add a sixth participant, and have them unmute.
All six participants will hear the first 5 people talk, but nobody will hear the sixth participant even though they are unmuted.
If one of the original 5 people mutes themselves, the sixth person will be heard by all of the participants on the call. However, if the person who muted themselves unmutes, nobody will be able to hear them.
Usually, conference services choose the last 5 users who have spoken recently and send their streams to the conference participants. On telegram the number should be 10 https://t.me/tgbetachat/482939 I find it very strange that there is such a bug and it has not been fixed. I personally have not been able to reproduce it.

Yeah, Telegram's behavior is uniquely bizarre. Rather than the "last X to speak" it's the "first 5 to unmute". So our group has to make sure that no more than 5 people are unmuted at a time. 🙄
I'm confused that you haven't been able to reproduce it... like I mentioned above it's consistently broken in this way for our group. Very easy to trigger.

I agree that this is an odd behaviour. However, I see two possibilities: the first is that this bug doesn't affect all users (as in my case), the second is that no one uses group calls with more than 5 concurrent speakers. In any case, there are only 11 "ratings" for this bug....

I'm glad you've found a use case that avoids this bug. Perhaps it is triggered by a certain combination of client versions (e.g. if a Linux user and an iOS user are in the same room) or something like that.
But to answer your original question -- yes, it's still very much a valid bug and it's been a constant thorn in our side for months.

It's a technical limitations that comes into play when there are more than 5 people with mics enabled. This may be further improved in the future, but as a workaround, you can suggest the people who are now speaking to mute their mics or switch to Push to Talk.
