I commend the features for big group calls that Topics 2.0 introduced by Telegram this year. It was a significant improvement to the app. However, I believe it has insufficient benefits for large communities, and it requires an upgrade to a new version, Topics 3.0. I have noticed some shortcomings of the current topic feature, such as:
Topics lack the calling features (separate from the main group voice or video call), admins and regulation features of small groups.
Topics do not allow separate control over individual topics, such as preventing spamming or other unwanted behaviors in specific topics.
Topics do not enable control over which members can join which topics.
To resolve these issues, I suggest the following solutions:
Allow separate management of topics from the main group, such as enabling different settings for text-based, media-based, voice chat or video chat topics.
Consider each topic as a standalone sub-group under a large group, with its own identity and functionality, its sub-admins and separate regulations from the main group.
Provide separate admin panels and rules for separate topics, while keeping a team of main admins who can assign other admins and moderators to different topics.
Create private topics that only admins can invite members to or that only eligible members can join based on certain criteria.
Create multiple broadcast channels under a big group, similar to the existing channels in Telegram, but with more integration and communication between admins and group members."
You can view it as an organized collection of chats like existing channels and groups under a large group, with more organization and management options for large communities. You can bring this update to the existing topic features or you can bring these updates separately to organize all the existing groups and channels under a large "Space" or any other name.
I am aware of the folder feature, but I think it is only for the user's personal use. I think that a folder cannot effectively manage large communities that need separate settings and functions. Folders are more appropriate for personal chat collections. Furthermore, I think it is crucial to increase the participant limit from 200k to 1M or unlimited. If you can implement such a feature that meets these needs, it will be more convenient to use Telegram in a larger way.
In the college I am studying at, we have a main telegram group for college students, as well as a separate group for each subject. Having these functionalities under the same group would solve many of the problems we currently face regarding group management. Additionally, I suggest that Telegram takes into consideration the member's perspective, not just that of the group admins. For example, members should be able to select which topics they want to see and which they don't want to and have the ability to pin topics. This would create a great experience for both group admins and members.

This functionality would be the most anticipated by me for a long time to be able to use Telegram in a much more professional way. There is a bug already related to this: Permissions per Topic #22989
