I have evidence that the Telegram anti-spam feature is buggy. I have two separate numbers with telegram installed. One of these accounts gets banned from public chats and private messaging periodically even though this account is never used to initiate a private chat.
To verify that telegram anti-spam was malfunctioning, I configured a third number with the same exact settings as the number that keeps getting banned. I also deleted the number that keeps getting banned and recreated the account.
The impacted number/account keeps getting banned at roughly monthly intervals and for longer periods. Using t.me/spambot to report the anomaly does not appear to have any effect.
If of three accounts tested with the same activity and configuration, one specific account keeps getting banned, It is conclusive that is a bug as it is random and not reproducible.
Steps to reproduce
Bug is random and not reproducible. Chat in public channels and supergroups without initiating a private chat. At a point you receve the message
"Something went wrong
You're banned from sending messages in supergroups / channels"
Access to public chat is then restricted. This is not triggered by sending a private message.
anyone can report messages you send in groups. So be careful what you send in groups.
also , if you use a phone number that was previously owned by a spammer, then telegram cannot know that you are different person, even if you recreate the account (the spammer can also recreate the account). So the limitations on that phone number remain.
also also, the act of recreating your account multiple times on the same phone number is a red flag that tells telegram you're doing suspicious activity or trying to get around spam bans.
The anti-spam or reporting feature that bans an account from interacting with other groups is not the same as a ban by admins of a group. This is a telegram wide ban that should only happen when a private message is reported. But the number or account has not been used for such an activity.
Also the number in question could not have been used by another person as it is not logged in on any other device.
Finally, since the number or account has not been permanently blacklisted by telegram because it works fine until the random or buggy telegram wide ban, it can be concluded that the anti-spam feature is buggy. Assuming the number or account was blacklisted by telegram, the telegram wide ban should be permanent not occurring randomly and intermittently for the same activity that do not trigger a ban on other numbers.
