Suggestion for registering new accounts on Telegram without having a phone number.
The intention here is to have more available means of communication in private spheres.
Telegram should implement the possibility of registering accounts on its website, using a pre-registration and an email account in addition to conventional means by phone number.
To be successful in creating new accounts in this medium, there would be several observations and steps to use the Telegram created directly by the site.
Creating accounts without a phone number
1- Register on the website
2- Insert name and email to receive access password
3- The access password can be a login token
4- With the token, the user uses it to log in creating a new Telegram account.
Protection means and AntiSpam
5- Accounts created directly on the site via token are restricted from commenting in public groups, are restricted from entering user chats and creating groups, channels and bots.
6- To obtain the Common Account Status, (conventional), the user would have to link a valid phone number to the account.
7- Possibility of unlinking a Phone number to the account, causing it to lose the status of a common account, returning to being just a contact account, with the exclusion alert in 7 days of the groups, channels and bots created during the period that the account had common status.
8- Accounts created only with a token and without a linked phone number, can only interact in private groups and with contacts who call you in private.
The idea behind this suggestion is the possibility of creating accounts to use Telegram by other means without having to have phone numbers to register.
Telegram would only have the name and email data to send the access token to its network, and the user would be able to enter other data in the account after entering the system.
Even today spamming is bad, so you would need much more restrictions. 1. They wouldn't be allowed to write a pm to anyone without getting a message from them first, or being personally invited by a mod in a private group to message it's members. They also wouldn't be able to write a post outside said private group.
2. And they have to get their writing permissions taken away when one member in one group marks one of their posts as spam. - Until a mod gives back the writing permissions.

In the case of groups and their post comments (group linked to channel), it could appear for Admin approval, as it is an account created by token.
Your item 2 I think is a little forced, because people can in bad faith, by ideologies, marked a post from an account created by token as spam even without being.
Item 3, I believe that bots already make this protection system.
