Heh, i sometimes get 4 or 5 of scams in one day, the average are 2 or so. They always start with a "HI", then a "Sorry for my annoyance but we share a group in common and i was thinking we could be friends" and after some time they want to introduce yourself to his totally not a scammy bussiness.
Remeber: Friends invest together xD

I could write a book on how many strange scams i have seen already on Telegram.

Right now your only real option if you don't want to be contacted by scammers is to not use any Public Groups. And even less the "kinda official" Telegram Groups. If you enter those and you don't have the privacy flag of being added on groups and channels you'll get added to many many scam groups xD

My real option is to abandon telegram. I don’t even want to bother use a user bot as an agent.

Userbot? No need for an userbot. Don't join Public Groups. If you'll leave Telegram anyway why don't you just try for some months without public interventions?

Allow users to define a verification process, a stranger must answer correctly before add contact or sending message.

I suggest to implement a word filter in chat requests. This is already on Instagram. So you can cut off a large number of spam messages with a template text: "Do you want to make money?" "earnings in crypto", etc.

This feature is very needed!

There should be a folder that appears only when you have an upcoming request. And ones you accepted/decline it becomes empty

**Telegram is a messaging app** - What's the point of messaging app if you can't message people? That's one of the arguments that are difficult to swallow, because by design, the core of Telegram is ability to contact people from all over the world. It's one of the reasons Telegram grew rapidly in last couple of years. Here's one scenario that wouldn't work out if people by default blocked non-contacts: Imagine me having your phone number in my contact list, but you lost mine, we haven't talked in years, maybe we were high school friends or whatever. I see, you have a Telegram account but I can't message you to reconnect with you, because you have it disabled. I would like to remind everyone here that I would definitely want ability to reduce getting amount of spam/scam/"hi/salom" I'm getting. However, suggested solution here, in my opinion, goes against Telegram's core principle of a "messaging app". To add to it, I don't think "Archive and Mute" was a good solution too. It's not even a solution, it will still create mess in your chatlist, just won't put it right in your face. My "Archived chats" folder used to have cause, it was place for me to put more "noisy" channels or groups that I don't want to leave but I also don't want to be distracted by but ever since I started being massively messaged it became a "Trashed chats".

how many times did it happen since i use telegram that a friend, whose phone number i lost, wanted to contact me? - 0 times
how many times does it happen, that i get messages using cyrillic alphabet, which is in every case spam ( because none of my friends would ever write russian/ukrainian/serbian/whatever to me)? - about 5 times a week

i'm an adult. i can take decisions on my own. why wouldn't you let me decide on my own, if i want to receive messages from strangers?
